As a result, certain modifications must be made in order for those with learning disabilities to remain part of the class as a whole and not feel isolated or different. The hypothesis for this study reflects how the special needs student is equipped with curriculum modifications such as homework policies in order to be better prepared to incorporate with a regular education classroom. This research was a non-experimental design that used a written survey to support the literature research. A mailed questionnaire was employed to determine the data required. The population targeted by this study was a random sampling of local school districts that provided educational services. This information, which was gathered from a U.S. Department of Education index dated 1986 through 1987, classified the random sampling by way of three demographic criteria: city location, regional location and type of school. Five hundred and fifty schools were used in the study; two hundred sixty-seven responded to the questionnaire. The sampling was developed to coordinate the modification policies with the necessary subject population requirements. In order to select certain available subjects, convenience sampling was necessary. The study sought to determine whether modification policies were in place nationwide for the special needs student, or whether there existed no such policy, requiring special needs students who have already been incorporated into regular education classrooms to learn at the same level and speed as those who have no learning disabilities.
