harsh conditions that seem evident in many of the facilities. The following paper examines the history of juvenile boot camps. History of Juvenile Boot Camps
One author notes that there was a very dramatic increase in juvenile crime in the 1980s and the early 1990s, which is essentially when people started
hearing more and more about the juvenile boot camps (Schnurer; Lyons, 2007). It was also at the time that many justice officials sought out new ways of addressing the problem
(Schnurer; Lyons, 2007). "The idea was to develop programs that provide more supervision of offenders and higher security for the community, but are less costly and more rehabilitative than incarceration.
In many of these states, boot camps became an integral part of the correctional mix" (Schnurer; Lyons, 2007). However, the first real juvenile
boot camp came into existence back in 1985 in Louisiana (Schnurer; Lyons, 2007). Interestingly enough, the first adult boot camp for offenders was implanted just 2 years prior (Schnurer; Lyons,
2007).by the year of 1996 there were ten states that had juvenile boot camps (Schnurer; Lyons, 2007). The states were "Alabama, California, Colorado, Indiana, Iowa, Louisiana, Massachusetts, Mississippi, New York,
and Ohio" (Schnurer; Lyons, 2007). There are over 50 such camps today, in 30 states, and they are estimated at housing around 4,500 juveniles every day (Schnurer; Lyons, 2007).
