fossil fuels. Unfortunately, the burning of fossil fuels is an intrinsic part of the industrialization process. As a whole, Western civilization is definitely addicted to fossil fuels, and it looks as the undeveloped countries of the world are headed in that direction. The theory is that "greenhouse gases" trap heat in the atmosphere and reflect it back towards the earths surface in much the same way as the sealed panes of a greenhouse. Many of the worlds governments, including the current U.S. administration, have taken it as given that 1) global warming does exist, and that 2) manmade CO2 emissions are the reason. While logically it seems reasonable that the huge amounts of CO2 emitted into the atmosphere by industry would have an effect, as far as hard scientific data goes, the verdict is still out. It is possible to find scientists complete with well-documented scientific research to back practically any point of view. This can be attributed to the complexity of the factors which affect climatic changes. Several natural cycles play a part in greenhouse emissions as does solar activity. Therefore, in analyzing the legal and economic ramifications of global warming, it is necessary to first look at whether or not global warming exists, and if the accepted theory that manmade CO2 emissions are the cause has any basis in reality. It is only with some understanding of this that logical decisions about the legal and economic ramifications can be made. Global warming-does it exist?
