While Rose is a bit wordy at times, examination of this article demonstrates that his tactic of repeating the same information within the various subheadings of his article eventually succeeds in clarifying, particularly for the newcomer to this field, the various approaches to foreign policy formation that are currently being applied by international relations scholars. Summary of the article The first section of Roses article is an introduction to the field of international relations theory, which he asserts has been dominated for two decades by a debate between neorealists and their critics.i In this section, Rose defines the parameters of this ongoing debate, "Much of the skirmishing has occurred over questions about the nature of the international system and its effect on patterns of international outcomes such as war and peace."ii Rose goes on to describe not only neorealism, but also various competing theories, such as Innenpolitik theories, which stress the influence of domestic factors on foreign policy, as well as other variants of realism, such as "offensive realism" and "defensive realism."iii In subsequent sections, Rose defines the parameters of each of these theories more fully, comparing them with the principles of the neorealism model. Rose stresses that the neorealist perspective sees foreign policy formation as "drive first and foremost" by a nations place in the international system and "specifically by its relative material power capabilities."iv The second section, "Four Theories of Foreign Policy," reiterates many of the points made in the introduction, discussing the principles of each theory in greater detail.
