been very few issues, however, that have generated as much controversy and criticism as the U.S. Welfare Program, involving paychecks from the government and food stamps - in a sense, free food, courtesy of the U.S. government. This paper will examine, through use of tutorial structure, how aspects such as politics and the media impact a public policy issue such as food stamps. Before beginning this paper, it is first important to have a thesis statement that you must try to support through evidence within the paper. The thesis statement could read that issuing food stamps tends to change, based on whatever party is in power and based on public perception, generated through the media. In this paper, well examine articles that take this thesis into account. For example, one of the first items that President George W. Bush addressed when he first came to office was that of easing restrictions on issuing food stamps to legal immigrants in the United States (Enda, 2002). Bushs proposal was backed by advocates for Hispanic immigrants (Enda, 2002). This is important to know, as the Hispanic population is one that is being courted by both Democrats and Republicans when it comes to voting and election time (Enda, 2002). Just as interesting, however, was that Bushs predecessor, President Bill Clinton, had tightened the food stamps for immigrants program in 1996, as part of the overall welfare restrictions that were passed that year (Enda, 2002). Many Democrats supported Clintons efforts, believing that it was one thing to feed low-income immigrants who were actually working and living in the United States, but quite another to feed those who just come here and stay (Enda, 2002). ...
