number of policies and laws were enacted as the direct result of the attacks, in an effort to shore up perceived gaps in American security in order to prevent any such future attacks from occurring. A prime example of such a piece of legislation is the highly contested Homeland Security Act of 2002. This particularly legislative Act was put into effect in November of 2002, a little over a year after the attacks, and its primary thrust was to address "the safety of the air transportation system" as "the first order of action for national security" (Pruitt, 2004). However, the scope the law was such that is also exerted a great impact over other forms of transportation in the United States as well, including ports, and even had a fundamental impact upon the shape of the federal government through the introduction of a new cabinet-level department, the Department of Homeland Security. For the purposes of this paper, however, I will explore the particular application of the Homeland Security Act of 2002 as it applies to port safety; this includes an analysis of how the Act has affected security measures in the nations maritime ports and airports, and whether or not a truly positive impact can be measured. Such an analysis is sorely needed as the United States currently operates several hundred international airports, as well as "361 ports and 11,600 potential terrorist targets vulnerable to waterside attack" (Pruitt, 2004). This paragraph will help the student provide a brief overview of news media reports on the legislation.
