In 1992 the National League of Cities and HyettPalma Inc. developed a program that would help many of these area regenerate, the pilot program called Accepting the Challenge: The Rebirth of Americas Downtowns. The aim was to provide on site assistance and technical advice and to work with local businesses in order to rebuild towns. The pilot was a success and this program was subsequently extended. The pilot indicated that there were opportunities to develop the towns and change the way that they were developing and perceived. The new program was called America Downtown -- New Thinking. New Life (Palma, 1998). This has also been a success as by the end of 1997 this program had seen 22 participants. By looking at five of the case studies from Arcadia, La, Indian Head, Md, Longmont, Colo, Millbrae, Calif and Rochelle, Ill. In the article America downtown - new thinking. New life by D Palma and seeing the measures that were taken to develop the towns it is possible to extrapolate the problems that had existed and as such probably exist in other areas. The main aim was to make these places attractive to visitors. This requires the development of attraction as well as an environment that is friendly to visitors and provides them with facilities they desire in a setting that is pleasant. Any areas will have some assets; these may be natural features, such as a river as with Indian Head, or involvement in a famous event, as seen with Arcadia and the link with Bonny and Clyde, or historical architecture as seen in Longmont.
