The following examination of Royce seeks to understand who, precisely, Royce is, what he stands for and how he is likely to represent the interests and concerns of his constituency. In addressing this goal, it is logical to first examine Royces constituency, as an elected official will always seek to please those who elected him or her to office. As stated, Royce represents Orange County, California, one of the most Republican of all counties in the US. To any "self-respecting liberal, the very name provokes a shudder" (Johnson 42). Orange County is the birthplace of Richard Nixon, as well as being the "symbolic suburban heartland of Reaganism" (Johnson 42). Yet, it is also the home of paradoxes. A bastion of conservatism, which would imply fiscal responsibility as well, Orange County is the largest government entity to ever declare bankruptcy, which it did in 1995 (Johnson 42). In regards to why the county was forced to this action by a severe deficit, Johnson argues that the Orange County electorate has a schizophrenic tendency, "The divide in the GOP between aggressive skeptics of big government and status-quo huggers is writ large in this most Republican of counties" (Johnson 42). Yet, it is also acknowledged that Orange County voters consistently send conservative stalwarts to Congress. "The (40th district) legislative delegation has been derided--or hailed--as the capitals cavemen" due to the severity of their "give-no-quarter" conservatism (Johnson 42). Royce has a strong history of public service.
