The tax revenues gleaned from casinos have been regarded by many as a magic bullet for the economic woes of local governments. Indeed, these revenues often constitute a significant percentage of local government income. Interestingly, however, the specifics of the percentage of the revenues that trickle down to local governments vary not only by state, but also by city and county. Even more interesting, these revenues vary according to their source. Private gambling casinos pay taxes, a portion of which is eventually allocated to local governments. Native American groups that operate casinos provide impressive revenues to local governments even though they are exempt from state taxes. The variance that can be noted in the percentage of revenues that casinos contribute to their respective communities is attributable to a variety of factors. State taxes vary as do the amounts each state passes on to local governments. Furthermore, in accordance with the terms of tribal sovereignty assured by various treaties between the U.S. government and Native American entities, Native American groups are free to pursue many activities within the boundaries of their federal reservations without being regulated by state or local law. There have been several tests of tribal sovereignty over time. The 1988 Indian Gaming Regulatory Act (IGRA) affirmed that the establishment and operation of gambling casinos does indeed within the provisions of tribal sovereignty.
