However, in many companies, personnel has flipped over to the concept of human resources - in other words, managing human capital to provide the best productivity for a business or organization. As such, human resources goals and objectives are, more often than not, aligned with an organizations goals and objectives so the best people can be recruited, hired, trained and retrained. In this regard, what is the scope and guiding principles (as well as background) of personnel management? How does human resources recruit, hire, maintain and retain the workforce? In the past, the makeup of human resources departments (back then, known as "personnel" departments) was mainly administrators - people who were thorough, could manipulate figures and had a lot of technical knowledge (Hammonds, 2005). The problem is that many of the tasks that personnel managers have been trained keeping track of insurance forms, time-keeping and so on - are being outsourced. What this means, therefore, is that todays personnel manager needs to have more understanding about people, and worry less about the forms. "Even within ineffective human-resources organizations, there are great individual HR managers - trustworthy, caring people with their ears to the ground..." Hammonds writes.
