a Maryland police officer, cared for Cornilous from the age of three-months-old, when the birth mother was released , Circuit Court Judge Michael Mason order the boy returned to Pixley
(Spake, 1999). Blankman is still appealing this decision. Yet, as Spake (1999) asks, "Why would a judge take a small child from a cop and give him to a murderer"
(p. 62). The answer to this question goes to the heart of the problems with the child welfare system prior to ASFA. The following policy analysis examines how
the ASFA addressed these problems, goals of this new policy, how they are being met, and how well the ASFA has achieved its goals. The ASFA instituted the most
wide-sweeping changes in child welfare programs since these programs were first established (Meier, 2000). This law amended the foster care provisions of the Social Security Act, initiating fundamental changes in
the management of the US foster care system (Fagnoni, 1999). The provisions of this Act were designed to reduce bureaucratic and judicial delays, and, thereby, also cut down on the
time minors spent in "foster-care limbo" (Spake, 1999). When President Bill Clinton signed the law in 1997, he summarized the ASFAs major purpose, which is to "speed children out of
foster care" and "into permanent families by setting meaningful time limits for child welfare decisions, by clarifying which family situations call for reasonable reunification efforts and which simply do not"
