But in reality, whenever that bill comes around (whether monthly, quarterly or annually), property owners dont like to pony up the money. Part of the reason for this is that there isnt a direct result for payment of taxes. Certainly, such taxes go into running the government (or schools, or whatever else theyre earmarked for). But again, there isnt a direct result for the investment. This is why homeowners become so irate when property taxes are on the rise. In this paper, well attempt to clarify the concept behind property taxes. Well also examine the purposes, and then compare property taxes of several cities, taken at random. Its hoped that, by the end of this paper, well have a better understanding of what property taxes are and how theyre assessed. WHAT IS PROPERTY TAX? The most basic definition is that property tax is tax on property. From that basic definition, things get a little more complex. There are three theories, or schools of thought, when it comes to incidences of property tax (Gruber, 2006). There is the so-called "traditional" viewpoint, which states that tax is levied on two factors - the land (inelastically supplied) and structures (such as buildings, that are more elastically supplied, as theyre based on demand and inventory) (Gruber, 2006). The portion of the tax levied on land is the responsibility of homeowners (Gruber, 2006). The portion that is levied on structures depends on the market (Gruber, 2006).
