84). Following the end of the Cold War, the UN has endeavored to shift it vision of global leadership toward a paradigm emphasizing the links between peace, development and democracy
(Safty 84). One of the missions of the UN is to aid nations throughout the world when natural disasters or other emergencies strike. The goal of the UN humanitarian relief
efforts is to preserve human life and restore resources. This goal has frequently been hampered by bureaucratic red tape and the duplication of efforts. Looking at the UNs formal
structure in regards to international coordination, the leading agency is the Office for the Coordination of Humanitarian Affairs (OCHA) (Helton 192). The mandate of this agency is to coordinate efforts
to provide humanitarian assistance in regards to complex emergencies and natural disasters (Helton 192). As early as 1991, it has been recognized that the UN system required stronger coordination in
dealing with humanitarian crises (Helton 192). However, duplication of relief efforts by various agencies has continued to result in unmet needs among affected population (Helton 192). UN Resolution 46/182 recognizes
both the need for coordination and the goal of the UN to provide leadership. This resolution reaffirms the UNs "central and unique role to play in providing leadership and coordinating
efforts of the international community" (Helton 192). The following examination of UN leadership looks specifically at its efforts to provide humanitarian and relief aid. Problem Statement In 2003, the UN
issued a list of 21 forgotten disasters and appealed to the world community for $3 billion in order to alleviate human suffering in connection with this forgotten crises (International 72).
