Introduction It is not uncommon for substance abuse and mental illness to occur in tandem. Studies of dual diagnosis of substance abuse and depression, drug abuse and schizophrenia, alcoholism and anxiety disorders, and many other dual diagnoses have been conducted for decades, and reflect an emerging correlation between mental illness and substance abuse. Because of the problematic nature of mental illness and treatment models, concern over dual diagnoses have become a central part of health policy development and health care service delivery plans. In assessing the impacts of dual diagnoses for health policy and services, it is necessary to understand the fundamental perspectives on dual diagnoses, correlated theoretical and thematic perspectives, and the integration of data that has been used to direct public health policies in the recent past. The link, then, between this public health perspective and the development of health policies and health services can be understood within the context of the problem of addressing dual-diagnosed populations.
