A functionalist perspective views the society as being comprised of different parts, each of which contributes to the societys survival. According to functionalist theory, a social problem exists when an element in the society becomes dysfunctional. Theorists promoting a functionalist perspective identify the core functions of the family as being socialization and maintaining social order. Within this theory, a child learns the cultural norms of the society within the family circle. Education also socializes youngsters within the norms and expectations of the society. Given the functions of the family, we can determine immediately that sex education, which has to do with values and social behavior is the proper function of the family. The conflict perspective promotes the view that social behavior is best understood in terms of tension or conflict, it is a continual struggle. For a conflict theories, any social problem can be viewed as a conflict. Conflict theorists argue that the family promotes and continues inequalities in the society. Education does the same because it is the dominant group that determines what education will consist of and how that content will be taught. Who should teach youngsters about sex education is a conflict wherein the dominant group in the society is determining where and how this education should take place. As the society has changed over the years, the original functions of the family unit have been gradually transferred to the school system. Sex education is one of the functions that has been transferred to the education system. Sex education programs in high schools are taught by different staff members, including the health education teacher.
