This is one of the reasons why advocates of recovering alcoholics and drug users believe that outpatient treatment centers for such abuses would be quite helpful. Rather than placing these people in jails with other, more violent criminals, it is thought that these treatment centers would provide a good way for the abusers to come clean from their addiction, and then rejoin the mainstream as solid working citizens. While this concept looks very good in theory, in reality, those who have been arrested for possession or other related crimes very rarely do well in these types of clinics. In this paper, well examine some of the statistics regarding this particular situation. Just as important, there is the problem of zoning when it comes to building these particular treatment centers. Although the Fair Housing Act (FHA) pretty much guarantees that these centers can and should exist almost anywhere appropriate, zoning laws and community feeling often stands in the way of getting them built. This paper will attempt to examine the problem surrounding the construction of these treatment centers and how zoning has sometimes prohibited them - or at least delayed them - from being built. There is not much literature, to date, written on the topic of zoning and treatment centers, but the little that is available is very interesting and could likely add to the reason why abusers sometimes suffer relapses at such center.
