Her point is that we as world-wide or local community members, are all responsible for the welfare of all children within our geographic area. It is a catchy heartfelt phrase, and like many catchy heartfelt phrases is easier said than actualized. The horrendous events in Littleton, Colorado have shoved our collective face into the tragedy of juvenile crime. And we are left wondering why those kids-those actions-- at that time. Reaching some conclusions about "bad boy" behavior was a lot easier earlier in our countrys history. The actions of "that roughneck varmint" could be attributed to lack of schooling, the "wrong sort of parents," or just not "havin any common sense." All of those factors may be present in the juvenile delinquent of today, but they are couched or phrased differently, and have certainly worn off their home-spun edges. Michigan District Court Judge, Greg Mathis (1995), says, " Its our responsibility to correct the behavior of our young people and to provide them with some hope and inspiration. But hope and inspiration doesnt provide financial aid for college. Hope and inspiration doesnt pay for job training. Hope and inspiration will not open up more adult education sites to help them pursue their dreams after weve inspired them to dream " (Tilles 1995). Is it easier to make an effort to correct a behavior if we have some thoughts about what caused that behavior? Usually it is; and the sociological conditions attributed to juvenile delinquency are legion.
