There are risk associated with each approach, as such there is the need assess the risk in order to make a sound decision. The decision to consider transferring IT personnel to Mexico may be based on the idea of comparative advantage and the lower wages and overhead costs, as well as the potential to outsource so that there are fewer direct costs incurred to the firm. The initial assessment will be made on the basis of a cost benefit analysis to assess the benefits that will be realised against the costs that will be incurred. The origins of this tool are can be found in the feasibility studies for public sector expenditure, and has been increasingly popular since the 1970s. For this to operate there is a need for a common measure to be used in order for the cost and the benefit to be assessed, in this case the measure of dollars. The tool is used by economists in order to evaluate collective costs. The calculation will need input that is representative of the physical results of the current action, or even the current inaction. This is then compared to the costs that would be involved in avoiding the negative actions or to create the positive effects required.
