Civil order control is a term that describes the duty of local police to respond to any situation in which two or more citizens require supervision or control in order to preserve the peace and tranquility of the society that the police protect (Damner and Albanese, 2011). In other words, civil order control refers to law enforcement management of civil disorders and disturbances. This police function may be undertaken by agencies other than the police or by specialized units functioning within police forces. Civil order control is different from the typical functions of police departments, which function on controlling deviance, as there is frequently a prominent political component to civil order control, as the actions of the citizens may be viewed as extremely threatening to some level of government (Damner and Albanese, 2011). As this indicates, a civil disturbance may occur due to public outrage over a sociopolitical problem or situation and the severity of the distance usually coincides with the degree of public outrage that the problem has generated. However, civil order control applies to other situations as well, such as any instance where crowd control is necessary at a public event or when a party or celebration gets out of control or any situation where a dispute between individuals might escalate into a situation that causes bodily harm (Hess and Orthmann, 2012).
