However, it would be difficult to find a call for drastic change made clearer or with more force than in the essay, "An Economic Analysis of Cartel Behavior within the NCAA." In addition, the authors, Timothy D. DeSchriver of Western Carolina University and David K. Stotlar of the University of Northern Colorado, argue that the NCAA has attempted to use its regulatory power to create a cartel in the market for collegiate athletes in order to maximize profits for its members. It should be noted that an important facet of "maintaining any cartel agreement is to ensure that the expected costs of violating the agreement be greater than the expected benefits from remaining in the cartel." These authors claim, as they try and bring to light some of the infractions that may be occurring, a violation of the cartel agreement transpires when a member of the NCAA commits a rules violation such as the illegal recruitment of an athlete. The NCAA has strict guidelines in regards to recruiting that must be followed. Naturally, these NCAA members want to attract the best athletes not only to possibly win championships but to generate as much revenue as possible from ticket sales, concessions, etc. The authors of this essay put this paper together to develop an economic model that calculated the expected costs and benefits associated with the occurrence of NCAA rules infractions.
