The literature not only supports the ideas behind developed procedures being used in practice, but provides information about the constantly evolving changes in law enforcement and the security profession. Having an understanding of current research means that security managers can respond more effectively to criminal behavior. This is especially true today, which makes changing is social theory development one of the most important security management tools. The evidence for the import of this knowledge is provided by recent changes in law enforcement. Security management has always been closely aligned to discoveries in law enforcement, and as such, the important changes being experienced in law enforcement should also be a large part of the consideration for security management. The most important recent development is a substantial decrease in crime-and credit is being given to the application of social theories. For example, it is news that in Maryland, homicide has decreased 21 percent, robbery 16 percent, car theft 19 percent, and burglary 5 percent; and in D.C. murder was down 29 percent, robbery 23 percent, burglary down 21 percent, and auto theft down 33 percent. Perhaps the most surprising news is that in New York, the crime rate has decreased 50 percent overall. The psychology has changed and it is working. Enforcement forces in those cities are no longer trying to "clean up" after individuals as they have done in the past. Today, they have adopted "sound social theory and hard concrete evidence for rethinking our views about crime and how to combat it . . . new research emphasizes the role of personnel management and strategic thinking about crime" (Mofitt, 1997).
