At that time the Mayor acknowledged the contri-butions of the Puerto Rican community to the City and presented Puerto Rican painter Rafael Tufi?o with the Crystal Apple Award for his distinguished career in the arts. "Coinciding with the celebration of the discovery of Puerto Rico by Christopher Columbus, New York celebrates Puerto Rican heritage and the important contributions that generations of Puerto Ricans have made to the richness and diversity of our great City," Mayor Giuliani said. Immigration/Migration According to the Museum of the City of New York, in 1924 Congress passed the National Origins Act, restricting the flow of immigrants based on their place of origin. Between the Depression in the 1930s, and World War II in the early 1940s, immigration declined sharply.
