Not too many years ago, Human Resources (HR) was the poor relation of the corporate world—it was believed that the existence of individual HR departments was necessary, if only for the record keeping function they performed. As business is increasingly competitive, however, HR is taking on a much more active role in the organization's strategy planning, often while outsourcing much of the administrative work for which they previously were responsible. There were other departments that contributed nothing directly to the organizations bottom line, but they, such as Management Information and Data Processing, could easily justify their value to the organization. Their jobs directly affected the ability of the "producing" departments of the company to do their own jobs more efficiently. But HR? Tom Stewart caused an uproar in HR groups around the world with his nearly tongue-in-cheek admonition that corporate HR departments be completely abolished, with their hiring and record keeping duties being outsourced to other companies completely outside the organization (Stewart and Woods, 1996). The editors of Noteworthy, an online compilation of current views applicable to HR professionals prefaced additional Stewart remarks with, "The wake up call heard around the corridors of the Human Resource function was delivered by noted columnist Thomas Stewart from Fortune. We remember him. He was the one suggesting that we "nuke" the function: however, in a subsequent article, he insisted he was just trying to get our attention. Based upon the reactions of many CEOs, it worked" (Stewart, 1997; morefrom). What "worked" was the appearance in print in a national business publication of some of the comments that circulate around every organization with a Human Resources department that works primarily for its own preservation, rather than for the ultimate good of the organization and of its people, and adds little if any value that can be said to result from their departments existence.
